The project consists of two components; in which, the VWEM MSS component has a total investment of about 12-15 million USD, implemented in the form of EPC contract, selected contractors in the form of international open bidding. The remaining component has a total investment of more than 150 billion VND, and is expected to select contractors in the form of open domestic bidding.
Information about the investment in IT infrastructure for VWEM, Mr. Tran Dang Khoa, Head of the Electricity Market Department of EVN, said that in 2016, EVN completed the establishment, submission and approval of the outline and estimate of the tender package. monitor and prepare a feasibility study report; issue bidding documents (HSMT) to select survey contractors and prepare feasibility study reports, organize the selection of IT infrastructure contractors for VWEM.
In 2017, as planned, the EVN Construction and Technology Investment Project Management Board (EVNCTI) completed the selection of a consultant (foreign consultant subcontractor) to prepare a feasibility study report for the project. Currently, the consulting contractor has completed the draft report and submitted it to EVNCTI for consideration and approval. EVN has also established a Working Group to support EVNCTI in appraising the feasibility study report. The international consultant also worked with the Group on investment scope, technical requirements and legal basis for project costs to supplement and report back to EVN.
According to Mr. Khoa, because the progress of the project is slower than required (putting VWEM into official operation in 2019), in the second half of 2017, EVN will approve the feasibility study report as soon as possible. when the international consultant completes the amendments and supplements. The issuance of the bidding documents to select the consulting contractor to prepare the construction drawing design documents and make the total cost estimate will also be carried out by EVNCTI soon after. In 2018, EVN plans to complete and approve the construction design and total cost estimate; carry out contractor selection for procurement, construction and installation of bidding packages; strive to complete the entire project by August 2020.
