Electricity market ensures safe and reliable operation

That is the affirmation of Deputy Minister of Industry and Trade Hoang Quoc Vuong at the Conference to summarize the operation of the competitive electricity generation market and the pilot competitive wholesale electricity market (the period of July 1, 2017 - June 30). 2018) just happened.

Officially put into operation from 1/7/2012, up to now, the competitive power generation market has experienced more than 6 years of operation. According to Deputy Minister Hoang Quoc Vuong, the power system has been operated safely and reliably, providing enough electricity for socio-economic development.

Leaders of the Ministry of Industry and Trade also affirmed that the operation of the competitive electricity generation market has increased transparency and fairness in mobilizing power sources through the price quotation. Factories with low asking prices will be mobilized first, then to factories with higher asking prices, until the load demand is met.

The power generating units have realized the importance of being more proactive in operation, shortening the repair and maintenance time, cutting operating costs, and taking the initiative in bidding to improve production efficiency. of the unit, contributing to improving the overall efficiency of the whole system.

Up to now, the number of power plants participating in transactions in the market is 87 plants with a total installed capacity of 22,946 MW, an increase of 2.8 times compared to the time of market operation (only 31 plants).

In parallel with the consolidation and development of the competitive electricity generation market, the Ministry of Industry and Trade has been presiding over and coordinating with agencies and research units to prepare for the competitive wholesale electricity market on the right track. approved by the Prime Minister.

According to the plan, the competitive wholesale electricity market will be officially operated from 2019. Deputy Minister Hoang Quoc Vuong requested relevant units to focus on successfully completing the pilot operation phase in the last months of 2018. ; complete the draft Circular regulating the operation of the wholesale electricity market and submit it to the Ministry's leadership for approval; at the same time, actively promote the improvement of the IT infrastructure system as well as continue to conduct capacity building training for member units to meet the requirements of electricity market operation.

According to a representative of the Electricity Regulatory Authority, up to now, 99% (633/639) of the measuring points within the boundary have been collected directly from afar to the National Load Dispatch Center to serve the retail market. competitive electricity trading pilot operation; the quality of the measured data improves step by step; the publication, verification and verification of measurement data step by step entered the framework, basically meeting the requirements.

However, also according to a representative of the Electricity Regulatory Authority, confirming the measurement data of the Power Corporations needs more time because the range of the number of measured data is very large. In addition, the confirmation of output of factories in remote and isolated areas is slow due to difficulties in collecting direct data. This resulted in the confirmation of the statements dated 2-3 days behind the current regulatory timetable.

Along with that, the new information technology infrastructure meets at a basic level, the SCADA system is incomplete, causing limitations in forecasting, planning and monitoring the electricity market.

At the conference, Mr. Ngo Son Hai - Deputy General Director of EVN said: Over the past time, EVN has directed its units to promote training to build human resources to operate the electricity market. The Group is also gradually completing the infrastructure to ensure efficient operation of the electricity market.

According to Mr. Hai, 2019 is forecasted to be a difficult year for the power system. The guarantee of electricity supply to the South continues to be strained due to the lack of new power supply. Therefore, it will continue to have to transmit high electricity from the North and the Central to the South.

Along with the poor forecast of water for hydropower reservoirs, while the demand for water supply for downstream will be higher; the problem of gas and coal supplies for power generation;... also creates great pressure in ensuring energy security.

Currently, EVN has developed scenarios and plans to both ensure the operation of the electricity market and ensure national energy security.
