Mr. Dinh The Phuc: Right from the end of 2017, the Ministry of Industry and Trade issued Decision No. 4830/QD-BCT dated December 27, 2017 approving the plan for power supply and operation of the power system, including the expected mobilization schedule for power plants in the dry season and the whole 2018. Every month, the Electricity Regulatory Authority works with the Electricity of Vietnam and related units to review the next month's power supply plan. . According to our monitoring data, accumulated until the end of April 25, this year's electricity demand increased by 11.3% compared to the same period last year and 0.5% higher than the forecast at the beginning of the year. Based on the electricity supply situation, the Electricity Regulatory Authority has submitted to the Minister of Industry and Trade to issue Official Letter No. 2530/BCT-DTDL dated April 3, 2018 directing Electricity, Oil and Gas Groups, Coal - Minerals has measures to closely monitor the growth of electricity loads, hydrological developments, to ensure adequate supply of coal and gas fuels for power generation, and to ensure the availability of power sources... Does the operation of the competitive wholesale electricity market have any impact on the peak power supply in this dry season, if so, to what extent?

Mr. Dinh The Phuc: The competitive wholesale electricity market ended its pilot phase, paper-based transactions at the end of 2017 and started making real payments from January 2018. The introduction of the wholesale electricity market into The operation will contribute to bringing competition into the electricity purchase-wholesale stage between the generating units and the Power Corporations. The wholesale electricity market is designed on the basis of inheriting and developing the competitive electricity generation market. Therefore, the wholesale electricity market will change the current mechanisms of pricing, payment, and contracts between parties. buyers and sellers of electricity from power plants; but does not affect the operation and mobilization of power plants to meet the load demand. Bidding and scheduling of mobilization of power plants remain the same as in the previous competitive electricity generation market; ensure the maximum exploitation of the available capacity of the power plants to supply enough electricity for the load demand of the power system. In fact, after 5 years of operating the competitive electricity generation market, the security of power supply has always been ensured, without causing negative impacts on the operation of the power system.

Mr. Dinh The Phuc: From the beginning of the year until now, the Ministry of Industry and Trade has directed units to operate the competitive electricity generation market in parallel as in previous years, and at the same time operate the pilot competitive wholesale electricity market in 2018. 2018. The competitive power generation market currently has 86 power plants directly participating in the market with a total installed capacity of 22910 MW.

The pilot competitive wholesale electricity market in 2018 includes the participation of 05 Power Corporations, Power Trading Company and two power plants Phu My 1 and Phu My 4. Accordingly, the Power Corporations will buy electricity according to the market mechanism at the rate of about 4.5% of the total upstream power output, the rest will be purchased from the Electricity of Vietnam at the wholesale electricity price set by EVN. In the first three months of the year, the Power Corporations signed three-party power purchase and sale contracts with GENCO3  and EVN  (represented by the Power Trading Company); performing load forecasting, calculating and distributing contracted output in the electricity market, collecting and verifying metering data, checking, verifying, and verifying daily and monthly statements on the market immediate delivery. Overcoming surprises and obstacles in the first month of operation, up to now, the operation of the competitive wholesale electricity market has basically stabilized, preparing for expansion and upgrading in 2019 according to the plan. route.
